You will need a level 40 sorc and a level 10 of any other class.

Group both characters up. They can not be flagged.
Cast the sorc buffs. Both characters will have the buffs, which last 60 minutes.
They will be disabled on the lower level character while the sorc is alive.
When the sorc is dead the full buffs go into effect.
So, just buff. Have the sorc die and do not release.
This will give the lower characters 5 minutes to run around in tier 1 and completely demolish things.
When the release timer runs out, the lowbies will stop rvring or whatever until the sorc dies again.
