I was in the bank and this guy with d claws waited in bank for ppl to finish a fight and when they went to get stuff from their bank so they were distracted he would just kill them. How could he attack them if he wasn't attacking them before they came in bank? He said he got a timer or something he would not explain to me.

no he would have been fighing then his opponent teled to the bank so he did also and finished him off

Simple hit and run method, you see it alot in clan wars even.
People practice to get timing right a lot but usually it works out pretty well.
A lot of times to see people use a partner with this, they scope out a player, have their friend weaken them and run into a safe zone while their friend with the Dragon Claws come out to spec, and finish them off, thus getting the loot.

Easy picking really, also beware of rangers using magic bows since usually they will pull out Dragon Claws and kill you.

Well known if you're a PKer.

there is an actual glitch to do this and I wrote a thread on it but it is in working section so I guess you have to become a elite to find out the actual glitch to do this. You could do hit and run but my way you don't have to attack anyone in order to get the bank timer!
