Cheat:
I have found that iron is on a 2 min respawn timer, normally in 2-4 places.

Location:
Best start place is just inside the shire where it spawns in the bucket load.

Benefits:
If you find areas you can travel between that lasts 2 mins you can mine tons of iron.
